Betty Phillips Park serves the Hi-Crest neighborhood. The park features a playground, a shelter with picnic tables, two basketball courts, a .44-mile walking path and ample green space. One basketball court features murals painted by artists through the Topeka Mural Project whose paintings were inspired by input from youths who use the park.
